- Rally The leading commander sets the rally deadline. Fleets must reach the target before it.
- Who can join Commanders on the leader's Friends list.
- Treaties Breaks a Peace Treaty or Non-Aggression Pact with the target's commander. A Joint Offensive Pact asks for this mission against its named target.
