Automatic comets arriving this week carry up to 10% more Hydrogen within the existing stock budget.
Economic effect
Only newly planned automatic comets whose first arrival falls inside the edict window receive extra stock. The existing period stock budget, concurrency cap and resource ledger still apply. Extra stock is clipped to the remaining budget; if even the base plan does not fit, no comet is scheduled. Existing and admin schedules are unchanged. Committed stock is not removed when the edict expires.
